Founded in 1960, the Mingde Reservoir is located on the northern side of the town of Touwu along the Laotianliao River. The reservoir was originally called Houlong Reservoir, with an area of about 170 acres. It is the primary water source for industrial and agricultural use and a tourist attraction of Miaoli.
The Mingde Reservoir was first designated as a water reserve area and was closed to the public to ensure the quality of the water. The reservoir was then redefined with recreational facilities. Now it offers the visitor a large park with two hanging bridges, which connects the Rihsin island in the middle of the lake with the shores.
